§ Mr. John SmithThe Government accept the policy which the Council of the European Communities has adopted for science and technology, including energy research, set out in Council resolutions of 14th January 1974 (OJ No. C7, 29th January 1974).
In one of these, the Council emphasised that the approach adopted should be whatever is most effective in the circumstances. The specific projects discussed at the Council on 15th-16th July will be carried out by indirect action.
