§ Mr. ArmstrongThe estimated number of tenants in England and Wales receiving rent rebates and allowances is 2.2 million, representing 27 per cent. of all tenants. These figures include approximately 1.25 million tenants who receive rent rebates and allowances as part of their supplementary benefits payments.
