§ The Prime MinisterThe Pilkington Report made it clear that Governors of the BBC must be men and women of the highest calibre who command the confidence of the public. In recommending the appointment of Mr. Mark Bonham-Carter to be vice-chairman of the board I gave full consideration to those criteria and concluded that he would make a valuable contribution to the Board of Governors in its role as trustee for the public interest.
