Mr. R. C. Mitchell

asked the Secretary of State for Employment whether he will ensure that the grant from the European Social Fund in the form of aid towards assisting United Kingdom immigrants from non-EEC countries is used to finance additional expenditure rather than to meet the costs of existing programmes; and whether district councils are recognised as public bodies for the purpose of making grant applications.

The answer to the first part of the Question is "No". In order to minimise public expenditure, it is the Government's policy that receipts from the European Social Fund should be used to defray the cost of existing programmes. The answer to the second part of the Question is "Yes".
