asked the Prime Minister if he has plans for an official visit to Helsinki.

I have been asked to reply.

My right hon. Friend hopes to be in Helsinki at the end of the month for the third stage of the Conference on Security and Co-operation in Europe. As the House will be aware, a decision has been taken to begin the third stage of the Conference on 30th July provided that the very few outstanding issues can be settled within the next day or two. We very much hope that the meeting will take place as planned.
