asked the Secretary of State for Scotland when he proposes to implement Section 2 of the Control of Pollution Act 1974.

I am considering the programme of implementation of the Act, in collaboration with my right hon. Friend the Secretary of State for the Environment and my right hon. and learned Friend the Secretary of State for Wales. I shall be consulting the Convention of Scottish Local Authorities on this, and I hope that it will be possible to reach a decision soon.
