asked the Secretary of State for the Environment what steps he will take to ensure that the laws applying to maximum hours per day for drivers of buses and lorries are not flouted by drivers working for more than one employer.

The regulations governing drivers' hours and records already require that lorry drivers' record books include any driving for a second employer. They are subject to inspection, both at roadside checks and at operators' premises, by the Department's enforcement staff, and the police. In the case of bus drivers, enforcement is by access to employers' duty rosters and schedules.
