§ Mr. William RossI have received representations to this effect from the Scottish Accident Prevention Council and the hon. Member for Moray and Nairn (Mrs. Ewing). The Working Party on Water Safety, appointed by my right hon. Friend the Home Secretary, is still considering, among other things, the powers of local authorities in this field.
