Mr. Mike Thomas

asked the Secretary of State for Energy (1) what is his Department's estimate of the cost of allowing relief from fixed charges and free consumption of up to 300 units of electricity per summer quarter and 450 units per winter quarter for all retirement pensioners living alone or with a dependent relative or spouse; and on what basis his calculations are made;

(2) what is his Department's estimate of the cost of allowing relief from fixed charges and free consumption of up to 300 units of electricity per summer quarter and 450 units per winter quarter to all chronically sick and disabled people who either live alone, or with a dependent spouse or relative or with a person providing necessary constant care; and on what basis his calculations are made;

(3) what is his Department's estimate of the cost of allowing relief from fixed charges and free consumption of up to 300 units of electricity per summer quarter and 450 units per winter quarter for all families and individuals other than retirement pensioners in receipt of supplementary benefit or family income supplement; and on what basis his calculations are made.
