Mr. George Cunninghamasked the Chancellor of the Exchequer if he will ensure in future that leaflets issued by the Inland Revenue describing his proposals for changes in tax rates and allowances make clear to the reader that such proposals are subject to acceptance, rejection or amendment by Parliament.
