§ Mr. HattersleyHeads of Government agreed in Paris that a correcting mechanism should be established to prevent unacceptable situations arising from the "own resources" system. That opens the way to what we are seeking in renegotiation, although there will no doubt be further hard negotiations on details of the mechanism.
