§ Mr. CarmichaelWith the resources of manpower at its disposal the Department could meet only a small part of the requests of this kind which it receives from a wide range of organisations. To distinguish the merits of rival invitations would be invidious, and it has, therefore, been the practice to decline them. I understand, however, that the association itself provides advice to its members on the questions which were exercising the Brighton and District Branch.
