asked Her Majesty's Government:

Whether, in view of their reply to a Question on the pre-delivery inspection of vehicles raised in the House on December 10, they will say what action they will take to ensure that new vehicles delivered to the customer conform to the type approval ; and whether they agree that enforcement is unlikely to be effective unless some action on the lines proposed in the previous question is adopted.

My right honourable friend the Secretary of State for the Environment considers that existing legislation provides adequate powers of enforcement; the means by which the powers are to be applied are now under discussion between the Department of the Environment and the manufacturers' representatives.
