asked the Lord President of the Council how much time has been spent to date by staff of the Constitutional Unit on referendum and devolution legislation, respectively.

It is not the practice to make estimates of this kind. The Constitution Unit is fully and urgently engaged on the work assigned to it in accordance with the Government's commitments.
