§ Mr. KaufmanRent tribunal members are appointed by presidents of rent assessment panels from among their members. Panel members are appointed in the first place by my right hon. Friend the Secretary of State for the Environment and by the Lord Chancellor, on the basis of advice and recommendations from many sources, including professional associations, trade unions and social service organisations. Appointments as panel members are normally for three years, and members are paid on a daily fee basis.
