The Green Paper "War on Waste" (Cmnd 5727) encouraged local authorities to co-operate with industry in setting up suitable collection schemes for used oils wherever this was practicable. DOE Circular 101/74 recommended the use of Civic Amenity Act sites as waste oil collection depots, and I have asked the Waste Management Advisory Council to study the possibilities further.
