asked Her Majesty's Government: Why the recent Air Services Agreement between the United Kingdom and Pakistan (Treaty Series No. 35 (1975), Cmnd. 5890) makes no provision for non-scheduled services.

Lord WINTERBOTTOM

It is the general practice to provide separately for scheduled and nonscheduled services because of the different treatment accorded to these classes of service under the provisions of Articles 5 and 6 of the Chicago Convention. Thus Air Services Agreements do not normally cover non-scheduled operations.
