§ Dr. SummerskillChanges in the system of assessment and allocation of young men sentenced to borstal training have resulted in a further reduction in the time taken to reach their training borstal. The shortage of places in closed borstals is still a constraint in some areas but a number of new units in closed borstals will become available later this year.
