§ Mr. Denis HowellNo. As I explained to my hon. Friend on 21st January—[Vol. 884, c.326.]—responsibility for control of emissions from the Rossington works lies with the Alkali and Clean Air Inspectorate, which is now part of the Health and Safety Executive, the operational arm of the Health and Safety Commission. The Alkali and Clean Air Inspectorate has the responsibility of investigating complaints and a duty to see that improvements are made as they become practicable.
