1st January 1975—18,395 (including staff of Health and Safety Executive). 1st January 1974—33,773. 1st January 1973—34,437. 1st January 1972—33,069. The reduction in figures between 1974 and 1975 is due to the creation of the Manpower Services Commission and its agencies.
