§ Mr. OakesMy right hon. Friend is currently considering proposals from the London Boroughs Association for the London rate equalisation scheme which will operate in 1975–76. I am sure the association took account of the burden of spending needs and the distribution of rateable resources between London authorities before making its proposals.
