§ Mr. BennThe text of my letter of 25th July to the Chairman of the Workers Action Committee, in which the conditions attached to the Government's offer of a loan were set out, was published in "Trade and Industry" on 1st August 1974. These conditions, which should be regarded as a whole, have not so far been fulfilled, but the offer stands open.
