§ Mr. John SilkinCyclical fluctuations are unfortunately a feature of the waste paper trade, and the Green Paper "War420W on Waste" published last September recognised that they were a serious disincentive to local authority salvage schemes. The Government's Advisory Group on the Recycling of Waste Paper is, therefore, giving special attention to ways in which the market might be stabilised.
