§ Dr. Glynasked the Secretary of State for the Environment if he will seek powers to give local authorities discretionary powers to license, under the noise Abatement Act, the use of loudspeaker vans for charitable purposes where the authority is satisfied that their use is justified.
§ Mr. Denis HowellThe Noise Abatement Act and, in England and Wales from 1st January 1976, its successor the Control of Pollution Act 1974, permit loudspeaker vans for charitable as for other purposes to be operated between the hours of 8 in the morning and 9 in the evening of the same day provided that they are not being used for the purpose of advertising any entertainment, trade or business. I am not aware of any need for amending legislation.
