§ Mr. Freudasked the Secretary of State for the Environment if he will list those licences issued by local authorities where no discretion is allowed for making or varying charges for the issue and renewal of such licences.
§ Mr. OakesThe following instances have been identified:
- (a)There is now power to make a charge in respect of licences for the retailing of milk under the Milk (Special Designation) Regulations 1963.
- (b)The amount of the charge is fixed by law in the case of:

In other cases the amount of the charge for the licence is at the discretion of the local authority, although in many instances subject to a maximum figure laid down in the relevant statute or by regulation.
