Mr. D. E. Thomas

asked the Secretary of State for Wales what percentage of advances made by building societies to borrowers in Wales was made to first-time buyers in each of the last 10 years.

asked the Secretary of State for Wales (1) what proportion of the £2.5 million additional funds to aid the construction industry in Wales has been allocated to district councils for mortgage lending;

(2) what basis he used for distributing additional funds to district councils for mortgage lending; how much each council has received; and how many mortgages have been granted out of these funds.

So far £1 million has been allocated to enable local authorities to lend for house improvement purposes. None of the additional funds was made available for house purchase as the primary aim is assistance to the construction industry. The distribution was made primarily on the basis of the amount lent by each district council and its predecessors over the past three years, weighted according to population and the need to cater for anomalies.
