asked the Secretary of State for Scotland on what grounds he decided to make the chairmanship of the Scottish Development Agency a part-time rather than a full-time appointment.

My view is that the advantage to the Agency will be maximised by an appointment which combines a substantial proportion of the Chairman's time in the direct service of the Agency with the benefits to be derived from his continuing ability to participate in other spheres of activity in Scotland. The Chairman will, of course, be supported by a full-time chief executive who will ex officio be a member of the Agency.
