Mr. Cope

asked the Secretary of State for the Environment whether he will seek to alter the law stipulating that a road fund licence can legally be displayed only in the bottom left-hand corner of the windscreen, or alter the advice to motorists printed on such licences as issued which makes no such stipulation.

Dr. Gilbert

Some control over the positioning of licences is necessary so that the police and traffic wardens can see them readily and so that they do not impede drivers' visibility. I am, however, considering varying the position as at present prescribed.

asked the Secretary of State for the Environment if he will seek powers to make it compulsory for motorists when applying for a road fund licence, to be in possession of an insurance certificate which covers, as a minimum, the period of the road fund licence.

Dr. Gilbert

No. I do not think that this would produce the effect that I take it my hon. Friend desires, namely, the prevention of deliberate evasion.
