asked the Secretary of State for the Home Department what is his policy towards the relationship between local community relations effort and the proposed new Race Relations Commission; and if he will make a statement.

I have received a considerable number of representations about the place of community relations field word work within the new arrangements proposed in the White Paper on Racial Discrimination. The various recommendations that have been made show that there is still a wide difference of opinion about how this work should best be co-ordinated and financed. After careful consideration of all the views which have been put to me I have come to the conclusion that the balance of advantage lies in the new Race Relations Commission taking over the present responsibilities of the Community Relations Commission for work at the local level. I accordingly intend to include in the legislation that I shall put before Parliament proposals for placing these responsibilities on the new Commission.
