asked the Secretary of State for Employment whether there are any circumstances in which it is possible for a foreign student to obtain unemployment benefit in the United Kingdom.

A person from abroad can qualify for unemployment benefit in the United Kingdom in the same way as any other person by satisfying the contribution and other conditions laid down in the Social Security Acts and Regulations. A foreign student would need permission to take up employment in the United Kingdom and would have to work long enough to qualify for unemployment benefit.

EEC arrangements and reciprocal agreements with certain other countries provide, subject to certain conditions, for the contributions paid by any person in the one country to be counted for unemployment benefit purposes in the other country.
