§ Dr. GilbertThe precise number is not readily available, but is small. Most representations have come from the trade unions and the employers in the road transport industry. They have been almost uniformly hostile. On 2nd September I told the EEC Commission that it would not be possible to implement the Regulation (1463/70) in the United Kingdom on the due date. I hope that it will be possible for any driver who wishes to use a tachograph voluntarily in place of a log book to do so and that a first step towards implementation of the regulation may be made with vehicles on international journeys.
