asked the Secretary of State for the Environment how many United Kingdom organisations have informed him that they are in favour of the EEC law on tachographs being implemented in the United Kingdom on the transitional date of 1st January 1976; and what has been his response to these representations.

The precise number is not readily available, but is small. Most representations have come from the trade unions and the employers in the road transport industry. They have been almost uniformly hostile. On 2nd September I told the EEC Commission that it would not be possible to implement the Regulation (1463/70) in the United Kingdom on the due date. I hope that it will be possible for any driver who wishes to use a tachograph voluntarily in place of a log book to do so and that a first step towards implementation of the regulation may be made with vehicles on international journeys.
