need to elucidate them further. What I think we have to consider is whether, in the light of these facts, further safeguards or changes in procedure are called for. We are fortunate in this respect in having the benefit of the recent report by the Committee under the Chairmanship of Lord Butler which has given long and careful consideration to the problems posed by the dangerous mentally abnormal offender.
729WI well understand the hon. Member's—and the public's concern, and with the help of the guidance in the Butler report we shall be reviewing the procedures and rules to see what more can be done to help and guide those who have to make judgments in individual cases.
