asked the Prime Minister whether he has had discussions with other Heads of Government in the Community about the implications of devolution within the United Kingdom upon Community institutions.

Other EEC Governments are of course aware of our general approach on devolution. There are sections on European Community and other international aspects in the White Paper on Devolution—Cmnd. 6348. While I have had no formal discussion with my Community colleagues, I made it clear to them at the European Council meeting in Rome that the question of devolution was not an impediment to making progress on direct elections to the European Assembly.
