Mr. Maddanasked the Secretary of State for the Home Department what estimate he makes of the number of persons each year since 1968 whose plea of manslaughter is accepted when prior to the abolition of the death penalty they would have been charged with murder; and how many of these are annually paroled after serving sentences, respectively, of less than five and 10 years on the grounds that their offence was one of manslaughter, not murder.
