Mr. Rooker

asked the Secretary of State for Scotland if he will publish in the Official Report details of legislation currently on the Statute Book for which his Department is the implementing Department and which has not yet been brought into operation due to financial, energy or any other reasons indicating (a) the reason for delay (b) the estimated savings due to non-implementation (c) the expected increase in staff, stating if central or local government, required for implementation and (d) the estimated date of implementation.

Some provisions of the Control of Pollution Act 1974 and the Children Act 1975 would place new duties on local authorities and I will shortly be in touch with the Convention of Scottish Local Authorities to consider the programme of implementation in the light of the additional demands on resources.
