Mr. Rooker

asked the Secretary of State for the Home Department if he will publish in the Official Report details of legislation currently on the statute book for which his Department is the implementing Department and which has not yet been brought into operation due to financial, energy or any other reasons indicating (a) the reason for delay, (b) the estimated savings due to non-implementation, (c) the expected increase in staff, stating if central or local government, required for implementation, and (d) the estimated date of implementation.

Section 1 of the Guard Dogs Act 1975 will come into operation on 1st February 1976, but Sections 2, 3, 4 and 6 have not yet been brought into operation because of administrative and manpower considerations. No estimate is available of the resulting savings or of the number of additional staff which implementation would entail, except that it would require a modest increase in local government staff. I cannot say what is the likely date for implementation.
