§ Mr. Rookerasked the Secretary of State for Social Services if she will publish in the Official Report details of legislation currently on the statute book for which her Department is the implementing Department and which has not yet been brought into operation due to financial, energy or any other reasons, indicating (a) the reason for delay, (b) the estimated savings due to non-implementation, (c) the expected increase in staff, stating if central or local government, required for implementation and (d) the estimated date of implementation.
