asked the Secretary of State for Employment how the temporary employment subsidy scheme is to be introduced before the Employment Protection Bill receives the Royal Assent.

It is an accepted convention that once satisfactory provision is before the House in a Bill—or by way of tabled amendment—the expenditure which it will authorise may be taken before enactment by virtue of the general powers in the Appropriations Act covering the relevant period. I Supplementary Estimate will be presented in due course. In the meantime recourse will be made to the Contingencies Fund.
