Mr. Welsh

asked the Secretary of State for Scotland whether there are any statutory provisions relating to Scotland equivalent to the General Rate Act 1967 which allows ratepayers in England and Wales an automatic right of appeal against rate poundage in accordance with the Quarter Sessions Act 1849.

Mr. William Ross

No, but under Section 238 of the Local Government (Scotland) Act 1947 a person may appeal to the rating authority against the rates claimed from him on the ground that he is being improperly charged.
