§ Mr. Edgeasked the Secretary of State for the Environment if he will propose variations in the gross rateable value limits of houses qualifying for improvement grants outside London to take account of regional variations in rateable value levels.
§ Mr. FreesonMy right hon. Friend is prepared to consider, without commitment, any representations made to him for varying the limit in particular areas. These must be accompanied by suitable evidence that the present limit is having an adverse effect both in terms of the numbers and types of dwellings, and the kind of owners, which are being excluded. Similar evidence in support of alternative limits would also be necessary.
§ Mr. Leeasked the Secretary of State for the Environment if he will propose strengthening the powers of enforcement relating to the restoration of acceptable housing standards in the case of privately-owned rented property with a view to ensuring that private landlords who are reluctant to take up improvement grants can be made to do so.
§ Mr. FreesonI have no evidence that the strengthened powers of compulsory improvement introduced in the Housing Act 1974 are proving inadequate.
