§ Mr. Alfred MorrisSo far as social security is concerned, more than three million disabled people benefit from the substantial structure of benefits already in existence and from our successive upratings of those benefits. We are now building upon and extending that structure through a substantial, but necessarily phased, programme of new benefits for disabled people and their families.
As to employment matters, my right hon. Friend the Secretary of State for 178W Employment recognises that more efforts are needed to integrate disabled people into normal employment. In particular, the question of how to promote more rehabilitation from sheltered into normal employment, and how further to develop enclave arrangements, will be pursued once the Government's decision on the future organisation of sheltered employment has been announced. There is close co-operation between our two Departments as regards both existing provisions and new developments.
