Mr. Roy Hughes

asked the Secretary of State for Wales (1) what evidence he has received that local authorities are experiencing difficulty in allocating finance for mortgages to modernise private houses following recent cuts in public expenditure; and what action he proposes to take;

(2) what representations he has had from local authorities about shortages of funds for the purpose of buying up tenanted houses which require modernisation as a consequence of public expenditure cuts; and what action he proposes to take.
