asked the Secretary of State for Wales if he will issue a circular designed to ensure that more weight is given to the recommendations of community councils as to the preferred density of housing developments and that county councils and district councils in their planning and/or housing functions should normally follow such recommendations.

I do not consider this necessary. Advice on residential densities has been issued to local planning and housing authorities in a number of Government publications, including Development Control Policy Note No. 2 of 1969, the White Paper "Widening the Choice: The Next Steps in Housing", and Welsh Office Circulars 241/73 and 42/75. It will be for the local planning authorities to take account of any representations made by community councils on planning applications for housing development in the light of that advice.
