It will be for the Secretary of State for Trade to make any necessary regulations implementing Section 79 of the Health and Safety at Work etc. Act 1974 on the advice of the Health and Safety Commission. Faced with other priorities, I understand that the commission is not yet ready to initiate the wide consultations on this issue with interested organisations which are a statutory prerequisite to its making recommendations to the Secretary of State. I cannot say when these recommendations may be expected, although I understand that the commission is conducting its business as expeditiously as possible.
