§ Mr. John FraserTo escape disqualification a person must prove that neither he nor any member of his grade or class is participating, financing or directly interested in the dispute. These are matters for the independent adjudicating authorities who decide all claims to benefit and neither I nor any other Minister may intervene in the decisions of these authorities.
