(4) what were the levels of revenue and capital expenditure of Welsh local authorities in 1973–74 and 1974–75, respectively;
(5) what amounts were spent on loan charges by Welsh local authorities as part of their revenue expenditure accounts in 1973–74 and 1974–75, respectively.
