§ The Prime MinisterThe terms of reference are as follows
To consider the principles which should govern the publication by former Ministers of memoirs and other works relating to their experience as Ministers, and the arrangements which should be made to give effect to those principles; to consider whether and to what extent rules can effectively be imposed; to examine the implications of these arrangements for the rules governing the publication of similar works by former members of the public services; and to make recommendations".I am glad to say that the Rt. Hon. the Viscount Radcliffe, GBE, has accepted my invitation to be the chairman of the committee, and that the other Privy Counsellors who have accepted invitations to serve as members are:
