§ Dr. SummerskillThe rules to be observed in considering electoral arrangements for counties are contained in Schedule 11 to the Local Government Act 1972. In considering these arrangements, the Local Government Boundary Commissions for England and Wales—and subsequently the Secretary of State—must have regard to the boundaries of the wards of the districts in the relevant county. This is, however, only one of the factors that they must take into account and is subject to the other provisions contained in Rule 1 of Schedule 11 to the Act of 1972.
