asked the Secretary of State for Foreign and Commonwealth Affairs what effect the decision of the European Court in the Reyners and Binsbergen cases has had on the immunity from challenge by the EEC of the regulations restricting petroleum exploration and production licences to firms maintaining their central management and control in the United Kingdom.

Mr. Hattersley

The judgments of the European Court in these two cases do not, in our view, require any modification of the power contained in our existing regulations to revoke licences in the event that a licensee company ceases to maintain its central management and control in the United Kingdom.
