Mr. Rifkind

asked the Secretary of State for Scotland whether it is his Department's assessment that the Scottish economy will benefit if the United Kingdom leaves the EEC.

Mr. Millan

It is the Government's view, as expressed in the White Paper on Membership of the European Community, Report on Renegotiation (Cmnd. 6003), that the consequences of Britain's withdrawal from the Community would be adverse. The Scottish economy could obviously not be insulated from the adverse effects on the United Kingdom as a whole.
